And I'm sure there are a lot of folks who believe the "rule" with respect to stop signs is ... don't stop if no one is in the intersection ..... which is

And probably the root cause of Houston's excessively high auto insurance rates .... reflecting the "casualties" of their "rules" and/or the failure to abide by them.
