I read yesterday that 13 unarmed black men have been killed by police in the US in 2017. In 2016, it was 16.
If cops supposedly have a license to kill black men, they are doing a lousy job.
I read today that thousands of unarmed black men were killed in the streets of the US last year, primarily by armed black men.
So, should the police stand aside and let the armed black men do their job? They've got this!

The stats I saw today were not broken down by race, but the total number of people killed by the police in the line of duty in the last couple of years have averaged just below a 1,000, of which around 240 were Black. So based on your stats roughly 220 of the Black people killed where armed with a deadly weapon when they confronted the police.
To follow through with your suggestion, "we" could let the police keep killing NonBlack persons, since they seem to be doing a better job of killing NonBlack persons than Black persons, and go ahead and let the Black people kill other Black people, because they seem to be doing a much better job of it in Chicago than the police are doing nationwide.
The stats are difficult to "Google" (go figure!) but it looks like Chicago is going to meet or exceed 2016 this year, and of those I believe most are Black people killing Black people.

The woman whose new husband ran a series of nursing homes in the state that Claire was supposed to be auditing because of complaints by families of residents? A woman who regularly used her husband's private jet aircraft while getting reimbursed for travel expenses by the state? A woman, who as senator, ran a shadow campaign to get a poor candidate elected to the GOP nomination so that she would have an easy time sinking him rather than one of the other good candidates. That woman is your source? This is the same woman who suddenly discovered the opiod epidemic just in time for her reelection campaign when she totally ignored it for the first four years of her latest term. I didn't know that Claire was in the FBI either. Maybe you should find out what the FBI knows and tell us.
