I think a "no" does hurt a providers business, even though the really determined clients may try to see beyond the recommendation and determine if the it's still worth TOFTT. Some clients aren't that patient.

Also, I strongly doubt any provider that receives a "no" from a client will allow that client to use them as a reference. Even if that client was every providers client of choice. The client hurt their business and payback is well... you know.

That being said newbies tend to give the yes recommendation and describe a horrible time in the ROS just to get out of newbie status. I've gotten to the point now where if I wouldn't recommend I don't write a review.

It's not a position of power, rather a personal choice. IMO p411 is a central point of failure with lots of RW info. Providers\hobbyist are distributed and the depth of RW info they have is yours/their choice to devulge.
