1. It was a technical outage (obviously not minor)
2. ECCIE does not have a Twitter account.
3. Don't know why some got it and others did not, but ECCIE is back up and running.

I can confirm that for two weeks when i tried to access ECCIE, I was instead sent to Adult Friend Finder or something like that.
