The ethnic cleansing stopped only when American ground troops were ready to go in. Those 40 days of bombing (which went against the recommendations of the military professionals) mostly killed innocent people who had no warning and no place to hide. Targeting civilians is an act of terrorism. Bill Clinton is a terrorist for more than Bosnia. He fired a cruise missile into a building in Iraq in the middle of the night killing not intelligence officials but the people you find in a building after midnight. Clinton committed acts of war and terror against countries that could not fight back. He also lied about why he did it as well.
