I think the Senators running for the office will not recuse themselves. You think, like a court of law, they must. Or be, somehow, forced to. Munch says the courts have nothing to do with this. I ask how can they be forced to recuse. You ask how can the chief not force them to. You didn't answer. I was half expecting an article or Op-Ed to support your assertion.
