What I fail to understand is this. I believe 42 governors have shut down their states to some degree. Those that did not never mentioned Constitutional rights as the reason for not doing so. Both Trump and Pence support the decisions of thr governors to shut down activities within the states. Obviously no one of the above believe it is not within their Constitutional rights to do what they did.
