No idea what the new law is but wouldn't "Illegal" massage parlors have been targeted all along?

Speaking of which, I've read an article concerning this matter and basically, massage places with a staff (excluding sole proprietorships) have to get approved to open via local mandate with proof of necessary documentation to perform massage in the respective location whereas massage operations currently in Cicero don't have those requirements.
