Default Billing Issues/Review Timed Out
I was attempting to purchase the premium but ran into a road block.... something about U.S. billing??. help please. I was writing a review and it timed out on me? DID NOT FINISH ROS Will I have to submit it again?

It is always good practice to copy and paste your long ROS notes temporarily into a text document before hitting submit. That way if there is an error uploading then you wont loose all the info.

Regarding timeout..I don't know the gap you gave between click 'New Review' and hitting 'submit' button, in general system gives plenty of time to submit (I myself never faced any issues with all my reviews).

I would suggest to follow what royamcr has said.
