cato institute didnt do this research, this was a personal indepedent research. look at his sources.
he even writes to please let him know of errors or ommisions. CATO reports i dont think ask that

to what extent its flawed, I havent fully looked but within 30 minutes I found some already

three mistakes i spotted right away

1. there was a third suspect, Ignacio sampol, which he left out

2. their convictions were overturned for the murder thus they shouldnt even be listed

3. third he lists a murder beside each name, there was only one murder and in his own words the author said if there is multiple murderers for one fatality, it will be divided by that amount. so he should have listed each one with .5, not one. murder victim was Orlando Letelier
4. i actually cannot find anything targeting sampol or diaz as left or right either

bottom line if i can find flaws that quickly, im sure there are more. CATO reports wouldnt be so easy to find mistakes nor would they make them
