Question about setting up a new account if needed

I know two providers that just recently started posting but have need to set up new accounts due to the fact the person helping them is now not giving them the passwords. They are away from that individual now and want to set up on their own and control the accounts themselves but don't want to break any rules so early on. They are not yet verified and want to make that happen as soon as possible.

They currently do not have internet access but will soon.

They don't need passwords. They need the email the account was set up with. They can then change them with the password reset.

If they don't have access they should contact dallas@eccie.net first so we can disable any accounts that are not active.

Please tell them to learn the lesson that having others control your account is not only foolish, but against the site rules.
