I actually investigated this claim with her yesterday. Got a statement from her, researched on the Internet, did some measurements.

So apparently her size, 28DD is equivalent in volume to 32C. Apparently 32 is average, but 28 is very small. I can just about fit my hands around her waist.

It appears that both statements are correct, her boobs are the size of natural C cups, but her bra size, is in fact, double D due to her extremely thin frame.

I learned something this weekend!

I see a lot of misunderstanding of cup sizes on this site. Most guys, and even a lot of women, don’t realize cup size / volume scale with the bra size (torso under the breasts). I don’t know why they are this way, it seems like it would be simpler if a certain sized boob was the same cup on any sized women, but it’s not. Each 2” change in bra the cup scales 1 size. So on a tiny girl, tits that are C cups on a Midsized girl that wears a 34C, would be Ds on a 32 or DD on a 30. I didn’t even know they made a 28. That’s why when someone says a tiny Asian has D cups and someone else thinks they are more like B’s, the first may be technically correct, but they might not be any bigger than B’s on a Typical girl.
