this is about racial voting and its effects.
it has some interesting examples of voting biases.
I don't know how much of it is valid observation. you be the judge.
basically its this:
if a district is integrated & mixed and low growth, the district tends to lean democrat
if a district has a high proportion of non-whites and high growth and segregated, the district tends to lean republican.
what was interesting in this particular observation was that a district that had high density apartment complex leaned republican now leaned democrat after the apartment complex was torn down.
