A number of former California National Guard members have been ordered to return money that the government says was given to them erroneously. By erroneously, they mean an offer was made, the members took up the offer, a check was cut, and everything was signed including dotting all the eyes and crossing the Ts. Now, 10 years later someone has decided that OOOPS! we should never have down that. (Kind of like giving the Iranians a billion dollars). Now some of our veterans are on the hook for $15,000 or the government will swoop in like vampire bats and destroy their lives.
Remember, a government powerful to give you everything is powerful enough to take everything away.

those soldiers should not have to pay any money back even it was contractually a mistake. a contract is still a contract and those soldiers full-filled the terms of that faulty contract.
is there a statue of limitations on contract situations like this?

Agreed. Trump during the debates should have hit this point. He also should have said if you didn't save $2500 on Medical Insurance because of Obamacare you would be getting money back.
