Default Those in disaster zones. And no insurance??

Over on Gateworld, one of my other forums, someone brought up an issue in New Jersey, where those locals to an area known to potentially flood, are whining that cause of all the rain, they are getting flooded, but cause they have no required flood insurance, they want the govt to help out.

Often after tornadoes i hear the same from locals being interviewed.. About "how we've lost it all, and don't have insurance to pay for anything, please help!"...

I've always thought that if you live in a disaster zone, you should be required to have insurance.
And if not, the govt should help the first time. If you stay there and still don't have insurance, and get washed out/blown away (etc), too bad, so sad..
