Default UTR?

What does "UTR" mean? I take it as maybe meaning "unable to respond," but am I right? And exactly what does that mean in practice?

Thanks for your assistance.

UTR = under the radar. Generally refers to a provider that requires great discretion and does not advertise her services. In some cases, the provider also does not want to be reviewed.

This probably won't be the last one, so here's a link with lots of info particularly hobby acronyms: http://www.eccie.net/showthread.php?...light=Acronyms

Also, urban dictionary usually has good info regarding acronyms.
