Portland and the rest of Oregon is like California.
You can go inside any business and steal and as long as it's under $1000 ($950 in California) total per occurrence, you can be arrested but because below those dollar amounts, it's now a misdemeanor instead of a felony, the police won't bother to come out for you.
The employees or security guards associated with the business don't even try to stop or prevent the shoplifters from leaving with the stolen merchandise because they are afraid to get sued by the shoplifters.
