What does it mean when a guy replies to a review, but only replies, doesn't leave any message or response, just an open, blank reply?

Possible that he fat-fingered the Submit button and never went back to fix it, but more likely that he entered a Private comment that you have to be a premium member in order to see.

Idk what "PA status" is, but I don't pay for membership here, so I can only see so much, never ROS, rest of the story, and as dman1971 said, it looks to me (as it's the way I see it) as there appears to be a blank post to freeloaders, like me, but there is a post that paid members can see. Realizing now perhaps your "PA" stands for premium access, and if so, yeah, what damn1971 said.

It means that the guy is writing private comments about the provider but the problem is that a lot of providers have Mandles so in many cases it's useless.
